Public API Problem code forbidden — authenticated but not allowed to use the API for this workspace (HTTP 403).

The caller presented valid credentials, but the workspace is not allowed to use the HTTP API (for example missing the required product entitlement), or the operation is otherwise denied at the workspace level.

What to do: Confirm your plan includes API access (Settings → API in the app). Workspace admins may need to upgrade or enable the feature. This is different from Insufficient scope (wrong key mode for the HTTP method).
